Bolt not broadcasting SSID

I have several bolts here and we have everything setup but the bolts are not broadcasting. I’ve tried entering the following AT command
ATS3011=1

After reboot we still get nothing. We’ve programmed hundreds of these in the past and never had an issue.
According to the system overview we are on FW: 2.03.03 dated Feb 25, 2022.

Setting ATS3011=1 will hide the SSID. See AT Commands Reference page 106.

I’ve tried ATS3011=0 and still nothing. It’s the default setting

I did reboot after every command. Please advise. Thanks.
