Cosy 131 User LED off and cant connect to it

Can not connect to Cosy 131 through e-buddy or through the web interface. The User LED is off. Power LED is green. I have firewall and antivirus disabled and am connected directly to port 1 from my computer. My LAN is 10.0.0.200 I have tried a level 2 reset. When I try the reset, The User LED turns solid red. I then release the reset button and the user LED stays a solid red. It never flashes as stated in the manual.

@anonmfibjznv Hi Mike, Here is the Recovery guide. You can skip down to page 6. eBuddy will automatically download the firmware from the serial number you enter. Basically, you connect the Cosy and your PC to the 10/100 switch and then in eBuddy go to Tools and then Recovery. eBuddy will start searching for the device, but you need to put it into “recovery mode” by doing the process of powering it on while holding down the reset button.
