CS light not functioning. Config Manager Diagnostic alernating state, Unstable Network Connection

Customer has an HMS-EN2PB-R device that he is trying get connected and functioning. We encountered the following issues:

CS light not on:

The CS light is not on, which denotes that there is no communication going occuring to the slave devices.

Config Manager Slave Diagnostic Alternating between OK and NOT Ok:
There are several errors on the Monitor Diagnostic, as well as the alternating states.

There also seems to show an unstable network. When we scanned the network, the slave device config would change every second. Displaying error register addresses.
