Is there any Guide or manual how to use this file , For example : what are the values should be used in the fields and what is could be the effect if left it blanked

There’s no guide on how to use this file, however I’d recommend creating 1 tag in your eWON flexy before using this file and then importing your tag data into the tag generator so you have baseline values.
Some of the column headers or fields can be vague but you can find their definitions typically if you search in the programming reference guide:
