M12 Connector on ABCC, ground in the reference circuit design

Hello HMS Technical Support,

My customer raises a hardware question on our reference drawings for M12 connectors. See below.

Would this have something to do with the fact that many external housings are not made of a metallic material, but could be made of a non-conducting material such as plastic? I would imagine the cap and resistor circuit is used to dampen and dissipate an induced voltage on that connector.
