I need to ask you to test the method of not downloading to the PLC.
with PLC code offline linked to the HMS-EN2MBR, add the modbus server / client and registers and any other config to the HMS-EN2MBR. then accept all. once done copy the added tags from the offline PLC. go online with the PLC [without the edits] in the controller tags add the offline PLC code tags that were created from the HMS-EN2MBR config.
one more note is lets say the tags are already in the online PLC and we make a register change in the HMS-EN2MBR. again could we just use and offline program linked to the HMS-EN2MBR and make the changes to the HMS-EN2MBR and not even touch the online PLC?
the question is can we accomplish adding or making changes to the HMS-EN2MBR modbus registers without having to re-download to the PLC?
