Are you using the adm account? You need to use the adm account to do the backup.
As far as the errors, you are not connecting with the cellular network. Make sure you have a strong enough cellular signal and I would recommend contacting your cellular provider and ensuring the SIM card is active and it is the correct SIM card (4G not 3G card), etc.

For the cellular before it work properly, I change the sim card and I have the same issue .
