Sorry about all the issues with this. My colleague in Belgium sent me this doc that he said should fix the device. Can you try and update the modem using the guide below?

It looks like this Modem may be damaged. We’ve tried doing a factory reset, updating the modem, updating the firmware and manually configuring the SIM settings through the ComCFG but it seems to still have the same errors. We were also able to see in the backups that the device was showing a strong GSM signal.
