I can see my Tap Adapter V9 in network connections and i can connect to my EWON through eCatcher but my Tap Adapter V9 does not show as a PG/PE interface on Siemens Tia portal.

This sounds like an issue with TIA Portal or Windows, not eCatcher. The Tap adapter is a Windows product. eCatcher just uses it for the OpenVPN connection. I haven’t heard of this happening before so you would have to consult with Siemens about it.
You could try re-installing the TAP adapter and restarting the PC perhaps.
