AB7670 Downloading Timeout

I have an AB7670, and I am trying to download the Config file (customer provided) to it, but it just times out.

I have reset the device and my computer several times. I have reinstalled the transport provider. We even have a second unit, and it is doing the same thing.

Any help would be appreciated
