Trying to setup communications from Ethernet/IP to EtherCAT device. Do I need a PLC between the Anybus adapter and the EtherCAT device to act as Master? Or will a PLC on the Ethernet/IP side be sufficient form my application?

You would need an Ethernet/IP Adapter to EtherCAT Master if you want to control EtherCAT slaves with the Eth/IP PLC. We have one in development, but it hasn’t been officially released yet. If you want to check with us-sales@hms-networks.com, they may be able to give you a timeline or possibly facilitate a beta test for you.
Alternatively, if you added another EtherCAT master to the EtherCAT network, you could communicate between the Eth/IP controller and the EtherCAT controller.
