Is there a better way to set these up. I can’t communicate with these for setup. I tried to download the firmware tool still no luck. Can’t direct a web page, can’t link to Bluetooth. I’m lost.

You need to download the HMS IPConfig utility to discover and connect to the Wireless Bolt. There are a number of examples in the User Manual that you can follow for step by step directions.
You should use the web interface for updating the firmware.
If you are having trouble accessing the web interface or the Bolt isn’t found using IPConfig, please do a factory reset and try again.
