What is the range of the GSM signal strength fo the 4G cellular modem card and what is a good level?

Our level requirement is GSM: 18.
A good signal strength would be 25+

I would like to display the GSM_LEV value graphically to assist our techs in knowing whether signal strength in the area is sufficient. What is the maximum value I should use for the bar graph I would create?

The Strongest cell strength our device shows is 31.
