What does System is Suspended mean?

This is most likely due to the Manage and analyze subscription for the system expiring.

How do I use it without that subscription?

The device will need to be in an account and using a “Standard” subscription. Every account can only have 1 device using standard. You might have it available in your account under subscriptions. If not you can remove the device and create a new account. Other wise you will need to add a new subscription to remove this device from its suspended state.
