Two-Factor Authentication Not Working

I have a user that is unable to recieve a two-factor authentication code on his cell phone number. This is a US based cell phone number on AT&Ts network. When I set the account up in eCatcher I did add the country code to his number (+1 since it is US based).

Additionally my own two factor authentication has recently stopped working. This number had been working for a few years at this point. The only difference being that this particular number is a google voice number. Luckily I have a backup number that does work so I am still able to get logged in.
