Unable to connect to modem for an unknown reason

I am trying to configure a Flexy+ to use Telstra 4g. When I test the connection the signal strength indicator comes on for about 30 seconds then turns off again. I end up with
modemmanageritf -Impossible to enable the modem for an unknown reason
in the logs. The sim works in my phone. Using the same APN. Have factory reset the eWon.
