vciIDLcStart returns 0x80070005 (E_ACCESSDENIED)

I have been working with the IXXAT INpact PROFINET IRT Slave M.2 card. I have code that is based on IDLc_TestApp_VS2008.sln. Sometimes, the card gets in to the state where vciIDLcStart always returns 0x80070005 (E_ACCESSDENIED), preventing any interaction with the card. The only way I have been able to get the card out of this state is to power cycle the card. I was wondering if anyone has experienced similar behavior. The card is running FPGA v1.7.0 and firmware 1.43.2.
